I assume you mean is there a way to find the assays for steel production and confirm the chemistry in the specific run or lot in the finished product.
My guess is most of that information is proprietary to the manufacturer and not public info. You can sometimes get the assay from a foundry or steel supplier by asking them directly.

I have the distributor’s “Cert” from 20+ years ago which i had
independently verified. The Steel Co that produced the smelt is
unknown and the steel is out-of-spec for it’s designation.
It’s HT response is better (IMO) than other variations of it’s
designation…I am hoping to find some available old stock.

I was hoping there'd be something somewhere that was a more compiled list. Either for tax purposes on imports/exports, or for all the QA control that goes behind things like pipelaying and welding. But I'm not finding anything, and asking some welding buddies isn't producing more than what you said. You'd have to go to the manufacturer or distributor and have them pull what info they can on a case-by-case basis.
Russ, do you have any more info you'd be willing to share? Someone else might be able to track down who the smelt came from and help that way.
The Cert shows only the distributor. Cincinnati Tool Steel. They don’t
have records back that far. This is why i was hoping to find a registry
where i could find the name of the mfr.
Hopefully melt numbers are coded or in some kind of proprietary
sequence.

It's a long shot, but I see in a railroad track study that ArcelorMittal (AHH) is a metal supplier.
And it looks like they do high carbon steels as well as industrial steels.
Not sure if that's their style for the Heat#, but I've reached out to see if it is. Will let you know if I hear back.
Hopefully someone more familiar with the industry than I am has better info for you.
