On another forum right now is being discussed the protocol of when or when not a JS or MS should or should not use their stamp.
Forged knives only?
Can a maker make a stock removal knife and apply said stamp?
And so on.
Maybe a better question might be when NOT to use an ABS stamp.
Any help here?

I can answer this question.
An ABS Journeyman Smith or Master Smith may only apply their JS or MS stamp on a forged blade that they have forged. I would refer everyone to Article I, Section 3, subsections A, B, and C of our ABS Bylaws .
