I keep trying various ways to get my convexed edge to look clean and consistent right up againt my plunge line. I have a feeling this is why many people file a notch right there. I am using about a 3" slack belt space and begin my convex with a new 220 j flex belt. I use a new belt with sharp edges but my convex tends to fade or flare out right at my plunge. Any advice?
The usual culprit is too much slack in the belt.
I use a rotating platen to do it; much more control in the 'vexing.
Or; put a standoff in the slack part of the belt to mack it much stiffer.

Yep, Mike's right.
A slack belt has its place in knife grinding, but when you need a lot of control, you need some type of backing behind the belt.
Think a little bit. It doesn't have to be the hard platen, but it doesn't have to be slack, either.
Something in between.<img src=' http://www.americanbladesmith.com/ipboard/public/style_emoticons//cool.gi f' class='bbc_emoticon' alt='B)' />

I have heard of people putting felt on flat platen for this can someone explain exactly how and what material you use to get it done , a Rotary Platen would be ideal and I may have to spend the money eventually.
