I'll second Lynn. I looked at the list of mastersmiths and it looks like the closest master is going to be in Brazil. You would have to make contact with him when you get ready. If JS is your goal I would suggest that you get some good steel and get really familiar with itand do some testing on your own. This will help you to be proactive in your journey.
What I did was order a 20' or so bar of 5160 and I used the same bar for all of my personal testing and for the official test. Even though I failed my first performance test I still used the same bar all the way through so I was certain that it was going to perform the exact same as my personal tests when it came down to the actual test.
